Workplace Health and Safety

Providing a safe and healthy work environment for employees and contractors is one of Delta's most basic obligations. In addition to introducing occupational safety and health management and systems that comply with international standards, Delta’s major plants conduct risk management and disaster prevention, operate environment monitoring, and self-audit. Delta also reduces potential health and safety risks for its employees and contractors through education, training, and raising awareness.

Management and Systems

Delta’s major production plants in Taiwan, China, and Thailand have all obtained OHSAS 18001 or ISO 45001 certification:

    • Taoyuan Plant 1 and the Tainan Plant in Taiwan have simultaneously passed the CNS 15506 certification and obtained the TOSHMS certificate;
    • In 2019, the Taoyuan R&D Center and the Chungli Plant passed ISO 45001 certification;
    • In 2020, the Wujiang Plant in China, which has obtained OHSAS 18001 certification, also achieved ISO 45001 certification.

China and Thailand, where Delta's production sites are mainly located, set up a department dedicated to safety management directly under top regional executives. Taiwan, which is R&D- and administration-oriented, is managed by the Occupational Safety and Health Management Department and directly under the CEO. In each major region, a safety and heath management committee was established to be responsible for reviewing, coordinating, and suggesting safety and health management issues, while its management unit is responsible for the planning, implementation, and auditing of plant safety and health management.

Safety and Health Risk Management

Risk Management and Disaster Prevention

To prevent the occurrence of occupational accidents, Delta has continuously strengthened prevention mechanisms such as engineering control and operation management. Safety assessments are conducted before the purchase of machinery and equipment to enhance safety protection measures, while control measures are implemented from the beginning to select low-hazard chemicals rather than high-hazard ones to ensure the safety of personnel and plants. Regular hazard identification and risk assessment are conducted for operating processes to control unacceptable risks.

For an operation with higher hazard risks and hazards, it is necessary to submit an application before the operation. An operation can only begin with the approval of the relevant unit. To ensure safe operation of power equipment and facilities in main regions, Delta's plants regularly use an infrared thermal imaging camera to conduct non-blackout inspection for early detection of any abnormality.

Occupational Health and Safety Assessment

To ensure the safety of employees and plants and avoid personal injury and property loss, in addition to complying with government regulations and company operating standards and conducting automatic and independent inspections, each plant's safety and health management personnel perform routine audits of work safety. Each plant also conducts cross-plant audits of safety and health management. The audit personnel include personnel from safety and health management units, environmental safety personnel at each plant, and environmental safety promoters at each department. Through cross-plant audits, each plant observes and learns from each other to increase the exchanges and interaction of plant personnel in safety and health management.

Work Environment Monitoring

In accordance with actual operating hazards and regulatory requirements, each plant commissions a monitoring agency to implement operating environment monitoring to control the status of hazardous factors in the operating environment, and improve the operating sites based on the monitoring results to reduce the occurrence of occupational diseases.

  • Labor Safety Data

    At Delta's main operating sites in Taiwan, China, and Thailand in 2019, the disabling injury frequency rate (FR) was 0.59, and the disabling injury severity rate (SR) was 8. The types of disabling injuries that occurred were mainly mechanical injuries; the incidence rate for males was 38%, and 62% for females.
